In a metal bowl, add the chopped garlic, chili flakes, paprika, sesame seeds, lemon zest and pepper.
- Heat the corn oil in a pan. Once it’s hot, pour the spice mixture over the hot oil and stir well.
- Add the soy sauce, sugar, peanut butter, and vinegar, mix well, and transfer to a salad bowl (or a large deep plate).
- Boil the Swiss chard in generously salted water just until tender but still crisp. As soon as you remove it, transfer it with a slotted spoon into a bowl of ice water to preserve its vibrant color.
- In the same pot, cook the Oriental Express rice noodles according to the package instructions. Drain them, reserving a little of the cooking water. Rinse the noodles with cold water and drizzle with a little corn oil to prevent sticking.
